A comprehensive guide to UK customs procedures for vehicle imports and exports — covering duties, VAT, HMRC, and post-Brexit changes.
Understanding UK Vehicle Customs
Whether you're importing a vehicle into the United Kingdom or exporting one overseas, customs clearance is a mandatory step in the process. Since Brexit, the UK operates an independent customs regime separate from the European Union, which has added complexity to cross-channel vehicle movements.
Ship Cars RoRo is an HMRC-registered customs broker with extensive experience handling vehicle customs declarations. We process hundreds of import and export declarations every month.
This guide explains the key customs procedures, duties, and documentation requirements for both importing and exporting vehicles through the UK. For shipping costs, see our pricing guide.
Exporting Vehicles from the UK
Export customs declaration: All vehicles leaving the UK require an electronic customs export declaration filed through HMRC's Customs Declaration Service (CDS). This generates a Movement Reference Number (MRN) that must be presented at the port.
What's required:
• Vehicle details: make, model, year, VIN, colour
• Declared value (in GBP)
• Destination country
• Commodity code: 8703 (passenger cars), 8704 (commercial vehicles), 8711 (motorcycles)
• Exporter and consignee details
Export duty: The UK does not charge export duty on vehicles. The declaration is for statistical and regulatory purposes.
DVLA notification: Separately, the DVLA must be notified of the export via the V5C/2 process for permanent exports.
Ship Cars RoRo files all export declarations electronically and provides the MRN for port clearance.
Importing Vehicles into the UK
Import duty rates (post-Brexit):
• Vehicles from EU countries: 0% duty (under the UK-EU Trade and Cooperation Agreement, subject to rules of origin)
• Vehicles from non-EU countries: 6.5% of vehicle value
• Electric vehicles: reduced or zero duty under certain trade agreements
VAT: 20% is charged on the vehicle's value plus any duty payable.
Total import cost example (non-EU vehicle valued at £10,000):
• Import duty (6.5%): £650
• VAT (20% of £10,650): £2,130
• Total tax: £2,780
Temporary imports: If you're bringing a vehicle into the UK temporarily (e.g., for a show or holiday), you may use a Temporary Admission procedure to avoid paying duty and VAT. The vehicle must be re-exported within 6 months.
UK IVA (Individual Vehicle Approval): Vehicles not previously registered in the UK may need to pass an IVA test before they can be registered with the DVLA. This applies to personal imports of non-EU vehicles less than 40 years old.
Post-Brexit EU Vehicle Movements
Since 1 January 2021, moving vehicles between the UK and EU requires customs declarations in both directions. Key changes:
UK to EU exports:
• Export declaration required at UK departure
• Import declaration required at EU destination
• EU import duty: 6.5% (unless vehicle qualifies for zero duty under TCA rules of origin)
• EU VAT: varies by country (20% France, 21% Spain, 19% Germany)
EU to UK imports:
• Zero duty if vehicle originates in the EU (rules of origin apply)
• UK VAT at 20%
• IVA test may be required for registration
Northern Ireland: Special protocol rules apply. Vehicles moving between GB and Northern Ireland follow specific customs procedures under the Windsor Framework.
Ship Cars RoRo manages all cross-border customs requirements for UK-EU vehicle movements, ensuring compliance with both UK and EU regulations.
Documentation Checklist
For exports from the UK:
• V5C registration document
• Commercial invoice (with value, vehicle details, buyer/seller information)
• Export customs declaration (MRN)
• Bill of Lading (issued after loading)
• Any destination-specific requirements (pre-shipment inspection certificates, import permits)
For imports into the UK:
• Foreign registration document or title
• Commercial invoice
• Bill of Lading
• Import customs declaration (C88/E2)
• Proof of origin (for preferential duty rates)
• NOVA notification (Notification of Vehicle Arrivals — required before UK registration)
• IVA certificate (if applicable)
NOVA: All vehicles imported into the UK must be notified to HMRC through the NOVA system before they can be registered with the DVLA. This ensures the correct VAT has been paid.
