UK Vehicle Export Restrictions and Prohibited Items (2026)

Not every UK vehicle can be exported, and not to every destination. Sanctions, finance liens, hazardous content rules and dual-use technology controls all block exports — and trying to ship anyway results in seizure, criminal investigation or vessel refusal. This 2026 guide covers the four main restriction categories and how to verify your export is clean before booking.

UK sanctions law prohibits or restricts vehicle exports to: Russia (full prohibition on luxury vehicles over £42,000 list price), Belarus (full prohibition vehicles over £40,000), North Korea (total prohibition), Iran (restricted), Syria (restricted), Crimea/Donetsk/Luhansk (territory-based total prohibition). Vehicles on finance (HP, PCP, lease) cannot be exported without lender's written consent. The lender holds title until final payment; exporting without consent is theft and fraud. Check by: (1) HPI Check (£20) shows finance status, (2) V5C must show you as registered keeper but title is separate, (3) finance company will not release log book until settled. Settle finance pre-export OR obtain written export consent from lender. Common scam: shipping financed cars to Gulf for resale — buyers and shippers both prosecuted under Theft Act.

All UK exports are screened against the Police National Computer (PNC) stolen vehicle database before EAD release at port. Stolen vehicles are seized, returned to insurance company, and shipper may face money-laundering investigation. Verify your vehicle pre-purchase via HPI Check or AA Car Data Check. • Fuel — max 1/4 tank for sea, empty for air
• LPG/CNG — gas-converted vehicles need cylinder certification
• EV/PHEV batteries — UN38.3 certification required, declared as Class 9
• Refrigerant — R134a/R1234yf air-con OK, older R12 systems prohibited
• Airbag pyrotechnics — declared but allowed

Specialised vehicles fall under UK Export Control Order 2008: armoured vehicles (any), military pattern vehicles (Land Rover Defender 110/130 in some configs), thermal imaging-equipped vehicles, ECM/jammer-equipped vehicles. Export Control Joint Unit (ECJU) licence required for these — typically 4–8 weeks to obtain. Non-military Defenders to non-sanctioned destinations are fine; check spec carefully if buying for export.
